By ".38 revolver" I presume you mean .38 S&W? It is inferior to the 38 special, and even slightly inferior to the 38 Long Colt (this could be debated) Even if a 38spec would fit in the 38S&W, it would probably destroy the gun and injure shooter, if discharged.
The 38 S&W is about .002" larger diameter bullet, and about .010" large body diameter than the 38special and Long Colt. To go off on a short tangent, the 38 Long Colt was found to be poor performer in the Spanish American war, so it was no longer the standard sidearm after 1911 (45acp replaced it) The 38 special is a longer, and superior round to the long Colt and of course the 357mag made longer than the 38spec, is almost twice the power of the 38spec.
You don't need to make brass for the 38 S&W as it is still available: It was popular throughout the British Empire, as it replaced the 455 prior to WW2..
If you want to, 38 LC(which is now obsolete and shouldn't be destroyed... and almost unavailable except through trimming the following two), 38spec and 357 mag can all be shortened and resized to work. Care should be taken if the latter are thicker brass, then case capacity will be smaller, and pressure higher.... reduce load.
