Not many outfits make it. I'm sure when it's available it will show up in some stock but you might have to try and special order it and have some patience, or search out the used market. It's far from common these days

I actually saw some .38 s&w factory ammo at sail. It wasnt cheap at 38.99 but it was there.

Winchester isn't currently loading it. Neither is Prvi, Ten-X or Magtech. Prvi is seasonal only. The rest are on 'No back order'. Remington apparently is loading it. All this come via what's available through Midway.
Doesn't mean there's any in Canada. Not even at Epp's(isn't listed there).
It'll be a special order thing through your local gun shop anyway. Buying ammo on-line will get really expensive quickly.

Probably best to reload. 38 spl. brass is easy to trim to 38 S&W length. Reload data might be harder to come by.
