What would be a fair price for a box of 50 rnds?

Not sure if "fair price" and 38 S&W belong in the same sentence. IIRC, it would cost between $35-$45 for a new box of 50 rounds. This caliber pays for itself very quick through reloading.

Yes $25 is certainly reasonable. You can buy new Winchester and Remington at Wholesale Sports for about $30ish a box. It's not ridiculously overpriced, about on par with large calibers or premium ammunition. Shoots nicely but smokey, feels a lot like a .38 Special wadcutter target load.

Reloading can be problematic if you don't have the correct dies and proper diameter bullets (.361").

I've got a .38s&w checked cabellas and wholesale, nada at either for ammo....

oh well it made me get into reloading which is a good thing..

Yeah thats pretty reasonable. The closest gun shop to where I live that carries it is asking 30$ a box, which isnt bad really either.
