.38 S&W (not special)

I just finished reloading 200 rds of .38 S&W, of which 100 are Starline brass. This is the second time I've reloaded this brass, and just like the first time, it's shaving lead from the bullets when seating. Even though I increased the flare, it does this and gums up the seater with bullet lube and lead shavings, not to mention smearing same down the sides of the brass. I'm going to have to chamfer the case mouths, I guess.
I don't have this problem with RP brass, or with Dominion or old surplus brass.

Most of it comes off with a thumbnail, but some stubborn bits need an olfa knife to end up like so:

Any advice on where to buy brass and bullet molds from, I just picked up an enfield revolver in 38 s&w. I tried Higginsons, as mentioned earlier, but could not find anything there.
