I'm still using .38 brass I picked up in 1998 (Federal, Winchester, PMC, DA, IVI). Honestly couldn't tell you how many times it's been reloaded, except to say a freak'in lot.
Standart level .38 loads are not hard on the brass--most problems will occur from over-belling and over crimping the cases--I have a batch of Dominion stuff that I got with my first revolver about 25 years ago--I do not know how many times it has been loaded but probably 25-30 times.
.38 special brass is not as common as it once was--not too many police forces use it any more. I stocked up on 4 or 5 thousand a few years ago and figgure I am good for life.
They'll be mixed brands and dirty, but you can order range brass by cartridge from the Wild West Shooting Center in the West Edmonton Mall. I found that was the best price for handgun brass I could find, but it will need some tumbler time. Just Google Wild West Shooting Center.
