.40 1911 conversion?

Can you take a 9mm 1911 (NP29 from Norinco in example), mill the breechface for the .40 casing, switch barrel/recoil spring and be good to go?

Pretty much. The extractor will also need to be altered or changed, and there may be some alterations to the ejector.

I have a Colt Series 80 Gov. Model Slide. It is either a .40 or 10mm. I will have to look. It might be up for sale or trade in the near future. I want a 9mm slide but not Norc.

Well Just wandering as I shoot a CZ75b in .40 and if I even get another gun, I would want to stay in the same caliber.
