40-65 Reloading tool - history? Value?

I have a Winchester 40-65 Reloading tool that i am trying to find some info on. An older gentleman gave it to me some time ago and i have done nothing with it, so i am curious what i have. It appears to be in good shape with a spent cartridge still inside of it. Perhaps worn but overall looks and seems to function as it should. The patent date stamped on it is Feb 13/1894. Any help would be great.

It look like a set of pliers? Vintage reloading tools have collector value.
