One of my friends father has an old Vetterli that he has sitting in the safe, unfired by himself.

I know this may be a long shot, but is there any sources for these/components? I didn't see it in Elwood Epps obsolete ammo section...

"...didn't see it in Elwood Epps..." That's because Old Western Scrounger doesn't have any. There's a site that talks about converting a Vetterly to centrefire. You'd still have to make the ammo out of .348 Win though. Likely more trouble than it's worth though.
