I'm new to pistol reloading and am having trouble with my reloads not chambering properly. They won't sit down flush with the top of the chamber (The so called "plunk test".)

The bullets are ones I cast myself, they are 228 gr. round nose. I sized them to .452 and seated them to 1.275 which is the length specified in the Lee manual. I can only get them to pass the plunk test if I push the bullet down to 1.200.

Have I done something wrong? Is 1.200 going to be too short?

You are ok with reducing the length, just be sure to reduce the powder charge as well. Not sure if the OAL you gave is right though. Have a look here http://data.hodgdon.com/cartridge_load.asp . For a 230gr bullet they all list 1.200 for lead RN bullets. Bottom line, You are fine with 1.200, but if you are worried, back the powder off and work up slowly, watch for pressure signs. You'll be fine
 
1.200" is fine. I had some plated that wouldn't work at 1.250" I seated deeper to 1.200" or so and they chambered and fired fine. Start at the bottom and work up the powder charge of course.
 
1.2 is fine... my HP bullets seat at 1.18, my RN bullets seat at about 1.245

Not just the chamber either. Some bullets are fatter towards their nose and those need to be seated a trifle more deeply so the nose contacts the upper edge of the chamber at the right point and bullet angle as they are chambered for reliable chambering. If your cast boolits are not seating correctly in your gun's chamber it suggests to me that you're using a "fat nosed" bullet of this sort and that it needs a slightly deeper seating depth.
