So if a recipie calls for 40 grains if Hodgdon 4831, will 4831 SC work in it's place? I imagine the burn rate is the same, and the weighed charge once metered, will be the same. Or am I missing somthing here and about to open up Pandoras pressure box? I'm spending the day putting together different loads and using up old powder. The recipie I want to use calls for 4831, but all I have is Short Cut. Will this work?

Yes H4831 is the same as H4831sc as long as it's not IMR4831.... which you probably know anyway.

bulk 4831

From after the war until early 60s, H4831 was available in 50 pound kegs, for about twenty dollars a keg. I still have some of it. When Hodgdon came out with newly manufacture 4831, they stated the same loading data as the old war surplus, could be used. About ten years ago I loaded 5 rounds of 270 with the classic charge of old 4831. Then I loaded 5 rounds with the newly manufactured, with everything the same except the different powder.
The new powder was about 120 fps slower than the old, and the old powder had only half the high to low spread, as compared to the new powder!
Obviously, they knew the new powder was slower burning, so they were safe in saying to use the old loading data. Some of the old loading data were pretty stiff, compared to the modern loading books.
