Why is it hard to obtain 5.56 ammunition? I see plenty of .223 available but I often look for Winchester Q3131 and only find .223 any ideas.

There is some Federal 5.56 on SFRC not necessarily Winchester though
Federal has just shipped recently. We just received good quantities of 5.56mm XM193 (420rd steel cans and 120rd plastic ones). We also just received XM855 in 120rd plastic cans. Unfortunately they keep turning up the prices.
I've heard from several places that anything marked with the NATO designation is more difficult to get out of the US. If it has the civilian designation on it there is less paper work.
Perhaps a lot of shooters consider them to be the same thing, and therefore the two terms are interchangeable.
I' pretty much in that camp, but I'm not trying to open that can of worms, just suggesting that some ammo dealers might also feel that way and just get the cheapest or most marketable ammo they can find.
