Just wondering, How much trouble or expense would it be to modify a savage .223 chamber to make it safe for 5.56 NATO ammo and .223

It shouldn't cost you anything their basically the same rnd the only real danger exsits if your firing in a semi auto as the 5.56 case has thicker walls to handle higher pressures, meaning the interior volume of the case is smaller than the 223's. This will change the loading data used when reloading 5.56 brass to .223 specs. Some 5.56 loads have a slightly longer overall length than commercial .223 loads as well. What are you shooting a Bolt action or semi???? I'm not a gunsmith and I could be wrong so just to be on the safe side i'd just call up a gunsmith and ask

5.56 is designed to a higher maximum pressure and overall cartridge length than .223. Exterior case dimensions are identical. Intended bullets are heavier, and therefore longer, which might result in the bullet being jammed into the rifling. This would cause even higher chamber pressures.

You might be best to ask Savage if their barrels will handle the extra pressure if you were to rechamber. But rechambering should be really easy, since you only really have to increase the throat length.
