5.7 x 28 for IPSC?

Just checking, I know the minimum caliber allowed for IPSC competitions is 9mm, but does that refer to the actual size of the bullet or just the power of the cartridge?

Reason for asking is I am getting a Five seveN pistol for target shooting, and I was just curious if it would be IPSC legal or not.
