I've ordered reloading dies for uncommon calibers twice, and both times I have been very happy with the results. Their dies are also usually quite a lot less expensive than RCBS, particularly for the unusual calibers.
And yes, they do ship to Canada. Call them on the phone to place the order, and have a chat with them about what you want, as they are very helpful. If they don't have what you want, you might have to wait for them to make the dies, but it will still probably be quicker than getting custom RCBS dies up here.
