5 round AR mags for XCR, do they only fit with the bolt open?

for hunting, 5 round mag restriction, should the rifle hold 1 in the chamber + 5 in the mag? both my 5.56 and 6.8 mags will not clip into the magwell of my xcr without the bolt locked to the rear. Is this for legal reasons that you can't have 5+1 when hunting?

I dont know about the hunting regs but the reason why you cant seat the loaded magazine is that your mags are pinned too tight. They should be pinned at 5 1/2 rounds to allow for the closed bolt.

If your mags are blocked with coiled springs, (10 shot down to 5) just cut off the bottom 2 coils and you are good to go. I did this with my 7.62x39 XCR
