IMR4064 kind of runs out of steam at around the 120 grain weight, best suited for a little lighter. It can be used for the 139's like you are planning on running, but do so knowing that you will not get too velocity. Also, pressures will spike relatively quickly, so if you plan on it, go in quite small increments. One plus is, it will get a good powder burn, and you don't have to burn much powder per round.
As for the IMR4831, it is quite slow for the 139's. Yes it will work, but you will have to really do a heavily compressed charge with a bullet hopefully seated out as far as you can to make up for how slow it is for that bullet. You will also get a decreased velocity with a incomplete powder burn, and a great deal more powder used in each case than IMR4064.
Who knows maybe you will find a load your gun will love, but genuinely speaking, the powder that's a bit too fast will be more finicky, and the slower one should give you the best consistency, but compressed loads have their own set of problems as well. But if your just out shooting and having fun, and want a load that will work good, and not great, you should have no issues. Just use extra caution with the IMR4064 if you don't have alot of experience using powders in that way. And if you are developing the load in the cold, be careful using them in the summer heat. As both those powders are a bit less temp stable than the tride and true H4350.
