Does anyone in Canada manufacture them? With or without gas checks? It is my understanding that we can no longer import cast bullets from US manufacturers
 
Not that I know about, but I cast my own. Not difficult, cheaper, probably better quality control. You need mould, heat source, 2nd hand stainless steel saucepan, Lee sizer, tube of automotive grease(I use Canadian Tire moly grease) gas checks and a supply of lead. For 6.5, I use clip on LEAD wheelweights + 2% tin. If you can get linotype lead, it's very good.

Did you order it from the Lee custom shop or get someone else to ream out a smaller one? When I tried to order from Lee they told me it was $15 shipping and an extra $15 service charge for non-US orders. Means it would cost ~$70 to my door when their normal sizers are ~$20.
 
i do know that there are several members on this forum that cast commercially and im sure that they will be glad to help you out.
just a few that come to mind off the top of my head here.
try contacting the following members on this forum: jethunter, spawn inc, Kenneth Carlson, r&r bullets.
these a just a few that came to mind but im sure others will chime in.
im sure one of them makes a 6.5 mm and will be able to provide for you.

Lutnit, I got mine from Lee, but some years ago and for way cheaper than $70. They mailed mine, and there was no mention of an extra charge for mailing it to Canada.
If you're faced with that kind of cost, it would pay to make friends with a machinist.

I think he wants cast bullets, not a bullet mould to make them himself
