Bad news man. ARs all over are restricted.
Like Mentioned, All AR-15's are restricted by name.
Both the Swiss Arms and XCR are non-res unless they have a restricted lenth barrel. But they are about two to three times the price of a good AR.
Things get really picky now that you stated you want a .308. You can hold a place for the XCR-M thats coming out in a few months, Wolverine Supply in the distributor and you can place a pre-order with them. Their is a swiss arms in .308 on the way, but its supposedly gonna be above 5k.

308 and non restricted in a semi auto miltary style firearm for me means Keltec RFB.
That said I think your waisting money going with a .308.
If its just for target shooting .223 is cheaper and less recoil means more range time.
Of everything you have said the Swiss Arms is by far the best and in my opinion it is the best battle rifle out there we can have period.
There are cheaper options like an AR180b or a Keltec SU16 but they are nowhere close to the Swiss.

You would like a Benelli MR-1, in my opinion one of the best rifle on the market, super accuracy, full proof reliable and almost maintenance free, no it is not a AR but now that i have own both, it would be hard for me to get rid of one of them... JP.
