I just read on CGN a passing comment about springs or elastics being used to stop pistol cases from tossing powder as the shellplate moves.

I don't have this problem, since I only use the 650 for 308, but a buddy uses his for 9mm and complains about the powder getting flicked out if he goes too fast.

Is there a fix?

I have read about one but never seen or tried it...it consisted of a bearing and advancing mechanism that is considerably smoother in operation than they are originally built with. I think Youtube has a vid of the change-over.

The 650 doesn't have the absolutely smoothest indexing, you can play with it to "improve it". That being said, +1 for slowing down. 9mm has the problem (as you are aware) low case height relative to powder in the case. Even on the Camdex loader that I have in the shop, you can load 38 special at 6,000 rounds an hour. 9mm tops out at about 4,400 before it starts throwing powder everywhere.

Reloading should be relaxing and enjoyable. Any potential clients of mine who say that they want to make as much ammunition as possible in as short of time as possible, I recommend that they walk into the store and buy factory ammunition.

I got the roller bearing kit from double tap https://www.doubletapsports.com/hit-factor-ultimate-bearing-kit-650?keyword=Hit f
it also replaces the steel ball bearing with a low mass synthetic ball and that helps. Included was larger dials for the powder bar adjustment and a new camming bearing pin lt all Really really really improved the performance while running 9mm zero spilled powder and smooth as butter.

You beat me to it. I have the roller bearing and plastic ball installed in my 650 and it soleved the problem completely. It also helps to have some really heavy grease under the shellplate and in the recess where the detent ball goes.

I’ve got the bearing kit and the case rod roller?....whatever the full upgrade kit from eBay is and it made a huge difference. So much so that I ended up buying the bullet feeder just to go faster and keep fingers out of the way.
