Suppose you had a Sako BR single shot rifle in 6PPC and it didn't shoot to your expectations.....I think it should do an easy half inch....it's around an inch at best..

what bullet/powder/primer combo would you try?...fancy BR bullets like Bergers or what?....

I have 40 pcs of Sako brass, fired twice...

Get a few 6mm 65-68gr BR bullets from someone. You mentioned Berger.. buy a box of 68gr if you must.

Sako brass is softer and less internal capacity than Lapua... you have to load it lighter. MV's around 3000 fps instead of 3350

Try 27gr of H322, or 28gr N133. Fed205M.. bullets just touching the lands. With Lapua brass you can go 1.5gr hotter.

If your rifle, scope and rest combo are good.. you should be able to produce occasional 1/4 " 5 shot groups at 100 yds in no wind condtions.

Check your action screws and all scope mounting screws for tightness! I assume with a rifle like that, that the action is properly bedded into the stock, right? Is this a tight neck chamber (less than SAAMI neck diamter)? What are your load details (bullets, primers, etc)? Need more info.
I put together a Heinz 57 tight necked .22 PPC last winter and my last 8 rounds in the first batch of 20 rounds that went down the pipe printed a 1/4" group; you should have that capability also.

Sako version of the 6PPC has more slop than the BR versions and the brass has different demensions than the origional Sako 220 Russian brass as well.

My 6PPC's run .260 to .261 in the neck while the Sako version I miked was .268.

In this example if the case necks are 0.011 for 0.022 plus 0.243 that gives you a clearance of 0.003 which is not my idea of a precision chamber.

You might try setting the barrel back and rechambering with a Palmissino-Pendell spec. reamer.
