I've been loading 7-30 waters with rcbs dies for years. Its not a big jump to resize from 30-30 so either set would work great. Some guys worry about crimping bullets when loaded in tube mags. If you think its something you're worried about it would be easier if you buy a lee set with the crimping die. RCBS dies roll crimp the brass and to do that properly your brass needs to be trimmed to the same length.
The Lee die below has a ridged mounted expander and the locking collet centers the expander when tightened. With the RCBS dies it is possible to lock the expander down off center and induce neck runout.
My personal favorite full length dies are Forster benchrest dies with the high mounted floating expander that greatly reduce neck runout.
The problem you may have is when reducing the neck diameter is the necks will become thicker and have more neck thickness variations. And you may need to turn the necks to get a uniform neck thickness. This depends on the quality and uniformity of the cases you are forming, and how uniform the necks come out after forming. Meaning if the necks are not uniform the neck will expand more on the thin side of the neck and induce neck runout.
Bottom line, having a neck thickness gauge and a runout gauge will let you know if reducing the neck diameter is causing problems.Example I tried converting Lake City 7.62 cases to .243 Win but the neck thickness variations increased and I would had to neck turn every case and buying new .243 brass was much simpler and far less work.
