7.5 french

Hey guys I reloaded a bunch of 7.5 french for the first time with 165 gr Hornady sst .308 bullets, fired ppu brass cases and 44.6 gr of IMR 4350 and I am getting comet tails on my targets at 25 yards. Is this dangerous and if so is it because I'm running the bare minimum charge according to my reloading data?

Sometimes it is because the bullet is driven too fast, sometimes it is damage to the jacket from the barrel, forcing cone, or bullet issues

I only noticed at 25 yards and not at 100 yards would that be able to narrow down the cause?
