Last week I picked up a crate of 7.62 x 25 surplus ammunition from Epps, I believe it was made by S & B. Today I sectioned one of the bullets . . . it has very interesting construction. The jacket is copper coated/plated, when you file through the copper the jacket material is shiny like steel. It is magnetic and approximately .014" thick. Inside this jacket there is a mild steel insert (it can be easily filed) which tapers down behind the ogive. The material along the cylindrical portion and the base of the bullet is pure lead. The jacket wraps around the base slightly, leaving exposed lead on the bottom. I made a drawing . . . hopefully I've got the photobucket thing right and it shows up.

I think I may have a crate of the same, ordered last Thursday. 2520 round count, brass cased? Apparently polish surplus. See the post in the Ammo forum. I think they are FMJ lead core. I pulled a bullet and it had a lead core extending out through the bottom of the jacket.
 
The case of 2520 from Epps is Hungarian steel core - atleast thats according the factory stampings on the case I got. I also tested with a magnet.
 
See the thread in the Ammo forum. I could cut through the bullet with side cutters in my batch with some effort. The core is malleable like lead. The jacket is definately steel and would stick to a magnet
