I have an sks and even after a Wolf spring and sear replacement and polishing all contact components/rails cannot stand the terrible trigger. I like the 7.62 x 39 cartridge and being very new to the black rifle world was wondering what choices I have for a non-restricted tactical rifle in that caliber. Any suggestions would be appreciated.

Only two styles of them.
And only one of those comes in 7.62x39. Good luck finding one, and when you do, good luck affording it.
For the OP, a Valmet Hunter and Valmet M78. The M78 was made in x39, but it is super hard to find them for sale.

It is possible someone cut a valmet barrel down under 18.5, but above 18. Would suck, but possible haha.

No. Cutting it below 18 would make it prohib. Cutting it to 18 to 18.5 would make it restricted.
Cutting it less than 457mm. Less than 18 inches. That makes it prohib.

According to the Criminal Code, a prohibited firearm is:
B. a firearm that is adapted from a rifle or shotgun, whether by sawing, cutting or any other alteration, and that, as so adapted,
- is less than 660 mm in length, or
- is 660 mm or greater in length and has a barrel less than 457 mm in length.
457mm is 17.992 inches.

Better than an Sks. But not as good as the cz858. But most of those are now prohib
Get a vz58 for maximum 7.62x39 fun! Lots of aftermarket parts.
If you can afford an XCR then that is a great choice too.

Your reply is "The AK is not restricted here."
So, I don't understand why you followed up the 'move to the us and buy an AK' with a reply saying that the AK isn't restricted here - but not meaning that it's non-restricted like the context suggests but meaning it's prohibited.

God dammit.. I've been trying so hard to forget about that one. It's like being a kid on Christmas eve, and you don't know if you're getting that bike you want.. or a lump of coal.
The CZ/VZ trigger is ok but has a really long creep that just can't be fixed. The SKS trigger can be made very nice! The VZ is the best value in an X39 NR rifle. Tough, reliable, light and simple. My next choice would be an XCR keymod.
