Wasn't saying it was legal in any way. Nobody's being caught/charged because nobody's enforcing the act. They don't care or don't want to poke the beast! Either way if they don't care to enforce; I don't find it a big deal if you want to buy/sell/shoot/possess tracers. Doesn't make it right or wrong it's just the way it seems to be right now.

Under the firearms act tracers are not illegal.

Under the explosives act, tracers are illegal.

Different legislation. Don't assume that a firearms exam replaces legislation, or that a department of the government responsible for firearms, understands legislation covering explosives which is a responsibility of another part of the government. Governments aren't perfect, don't expect their tests to be perfect.

Go read the legislation. It is the only authority. If you don't believe that, call the Chief Inspector of Explosives like AK suggested. That guy is the equivalent of the CFO for the Explosives Act.
