I have some Partizan brass here which has been reloaded several times.
The old .30M2 sometimes was a bit hard, but that's nothing that can't be taken care of with a torch and a bucket of water.
If you trim 7.62x54R too far, don't chuck it; there are lotsa 8x50R Mannlicher straight-pulls that would just love to be fed. When your necks think about cracking, trim and anneal, FL size, load with an 8mm slug and feed it to the Mannlichers. They will think very highly of you for this, as most people don't think to feed them.
But Partizan brass is okay, by and large. It certainly has a certain (unnamed, kindly note) Canadian brand beat all hollow AND it's available in calibres that we can use.
