Went to the range yesterday for some practice [oh boy] i have a t/c ENCORE 28 inch s/s barrel in 7 mm rem mag . started with the BARNES VOR-TX 140 gr bullet .$ 54.99 for a box of 20 .bought at SAIL SPORT ..my groups were inside 4 " at 100 yds. [supported on sand bags ] total waste and not acceptable ..

switched over to WINCHESTER POWER POINT 150 gr. bullet. $ 24.99 for a box of 20 ..same distance my groups of 5 bullets were all in inside 1" at 100 yds..

yes the barrel was clean ..no wind ..scope mount and base rock solid ..scope BUSHNELL elite 3200 -3-10-40mm.

i have been hunting for over 50 years but i am open for feed back [thanks for looking]
 
Every gun is different and some will shoot Load XYZ better or worse than another. You've found a load your Encore really likes and another it doesn't. A lot of handloaders get into the hobby so they can develop custom loads for their specific rifle, but it looks like you'd be hard pressed to beat that Winchester load. I'd head back to the store you bought it from and stock up on ammo from that same lot Number.
 
went back to the range with 2 new boxes ..BARNES VOR-TX 140 gr bullet were very accurate but this time the WINCHESTER POWER POINTS did not group well ...i think i am almost ready to start reloading my own bullets ..lot of variation from one box to an other ..
 
Ammo manufacturers have a tolerance range for burn rate, velocity, peak pressure, and every other variable. So long as the ammo lands within that tolerance range, it gets the go-ahead and gets shipped out. Some manufacturers have much looser tolerances than others which equates to a lot more variation from lot to lot. When you handload you set your own tolerance ranges as loose or tight as you want.

I've never used Barnes factory ammo but I have used their bullets in handloads before. I found they seem to be jump-sensitive in two different rifles I tried them in so they work best seated out further than normal. Maybe in another rifle they'll work well at normal SAAMI dimensions. The fact that I can handload Barnes TSX bullets for ~$1.50 each where the factory ammo is $2.50+ each is another huge perk.

Are you using a chronograph? It seems to me there is something else going on here.
