Yes.

you will need to ensure your bullet is up to the task but there is no reason you can't compete with it.

Check whether or not your scope will give you enough elevation.

If you handload you will have few issues making ammo that runs out to 1000 yards.

there are several of us that started out with Rem 700 of various configurations with a harris bipod and a rear bag..(shooter ridge rear bag was my first)

here is a tip to help you with your first outing with a 10 power scope... when looking through your 10x you will see several targets in your field of view. see where the other shooters, shots score; and compare it to the flags. If they are blown left or right of centre use that information with the flags to add or subtract more or less wind from your wind call.

Most importantly have fun...finishing first or last as long as you enjoyed yourself that is all that matters.
 
I think the answer will depend on the question.
Are you asking about whether you should buy it for long range, or are you asking if you can shoot it for long range?
