Yes I know long action short action but is it possible to re-chamber the 7MM-08 to the 280 Remington.

For example if a person had a 7MM-08 built on a long action or a Ruger #1.
 
The problem lies in the fact the -08 case is fatter at the shoulder diameter than the .280 case is at the corresponding length. Makes for an ugly looking fired brass. The barrel would have to be set back for best results.
