I'm looking for a rather soft load for my Remington M700 Mountain DM in 7mm-08. This rifle will be used for small deer this year by my girlfriend who wants to try something bigger than her 243. I am thinking that the twist rate in this rifle is 1 in 9.5(remmy seems to like this) which leads me to feel that the 140gr. would be a wise choice(correct me if I'm wrong). I would like to stick with IMR 4350. I would appreciate any info that could be offered. Much thanks.

4895 powder is excellent for reducing loads.
Hodgdon site lists 7-08, 140 grain bullet, 4895 powder, 38 grains at about 2600 to max of 40.5 grains for about 2770.
You may only need about 2200 or 2300 fps, so just go to maybe about 32 grains, and go from there.
Don't worry about which brand of 4895 you have and don't worry too much about accuracy. It will likely be quite accurate after about 30 grains, or maybe even less.
 
I would second a motion for the 120 grain bullet (perhaps Speer?). Use 4895 for a slightly reduced load at around 2300-2400 fps, and you should have a light recoiling round more than adequate for small deer.
I used to use the Nosler Solid Base, and it was accurate and light recoiling. I never got a chance at a deer with it.
 
Not to question anybody's judgement about recoil but are full loads on a 7-08 really that concering, even for a relatively small person? My Tikka, even with the stock recoil pad is really quite mild (hardly noticable). I wouldn't have any concern about letting my 12 yo son shoot that rifle. Do you really need to reduce the load?? Sorry for not answering your question about how best to reduce the load, I'm just interested in thoughts on why you would want to. Has your girlfriend fired the rifle with a full load?

I shoot a 308win and 7-08rem, to be totally honest I don't feel that much difference in recoil when loaded with heavier loads!! I've heard guys say that the 308 is a "MILD" recoil gun! I don't consider myself recoil sensitive, but some people are!! in saying this though, when the loads are lighten, the 7-08 is an all day shooter!! My load right now for my 7-08 is 38grn of H4895 and 140grn Sierras, this load was not for reduce recoil, after doing a ladder test this load was the winner!! Happy shooting!!

R-15 under a 120 NBT is a great way to fly.The 120 ballistic tip has a rep for holding together very well on deer sized critters. 120 TSX works very well too. With 120's, a full charge of powder is still very mild on the shoulder. Not so mild on the target though!
 
38 grs H4895 under a 120 gr does 2650 fps in a 20" tube (Rem Model Seven). Should do well on deer inside 200y. Recoil is very mild
