7mm Rem mag ammo

Need some opinions on this. A friend of mine sold his 7mm mag and had 10 rounds of 7 mm Rem mag ammo left. They were 140 gr Rem core lock ammo. He asked me if I wanted them as he knows I am a hand loader and he is not. I took them and took them apart for the brass and bullet heads. What really surprised me was the amount of powder ( 39 grs) in each round. It was a stick powder looking like a RL 22 type. What type of factory powder could they possibly be using that would require only 39 grs. My 22/250 uses 38.4 grs of powder and in my 7mm/08 I use 41 grs of powder. So much for the 98% fill ratio. Do any of you guys have an idea on this. By the way I checked my scale and weighed the powder on 2 scales. Same results.

Remington sell some managed recoil loads. H4895 is often used for these kind of loads, but Remington may have access to other powders. For H4895 loads are reduced to about 60% of normal.

This may explain what this is. I was not aware of these recoil reduced loads being avaliable in 7mm mag. In fact I know very little about factory loads as i've been reloading for appx 35 yrs. Only factory stuff I may buy from time to time is for brass I may need.

What does the box look like? It looks like the Managed Recoil stuff is clearly marked...

Just a standard Rem box, no managed recoil indicated on the box. Only I'm not sure that it was the original box. I removed the bullets and weighted the powder and bullets. The cases were virgin unfired brass with bullets crimped in place like one would expect on a factory round.
