It is normal... the Express finish is crap (looks like spray paint), you can scratch it off with your finger nail.
My 1300 Practical Defender has a very nice deep-blue - I've schucked it at least 1000 times and there is no noticeable wear on the tube.
A Solution would be to have it re-painted/re-finished with something stronger/better (but then you are getting close to the cost of a Wingmaster
)

It may be that you have a small burr on the slide that is causing the line on both sides of the mag tube. You may be able to remove the burr with emery paper or a small file. But the slide , slides on the mag tube and there will always be some wearing of the blue or parkerizing.
