91/30 stock variation?

I just received a Mosin 91/30 with a hardwood stock, the stock has a reinforcement bolt at the grip like the laminate stock, I never saw one like this before? What's that?

They did that to some to prevent the crack that sometimes develops behind the tang in the hardwood stocks. I have seen hardwood SKS stocks with that too. Then they switched to the laminates on the SKS's and kept the second crossbolt there too. Not unknown for them to do.
