9mm brass to .30 luger? (7.65 parabellum)

Nope, 9mm Luger is to short. .38 Super would work, but you need to remove the rim, and the case wall needs to be thinned out.

It would be easier just to buy .30 luger cases. It's not a cheap proposition, but the reward is in shooting a very accurate round.

What did you buy that uses that round?

.30 Mauser/7.62x25 is longer, should be possible to resize and trim. .223 is a bit smaller in diameter at the head, although whether this would pose a problem, I can't say.
