The sponsors above usually sell Norinco ammo quite inexpensively compared to other brands. The most common ones I use for IPSC and plinking in 9mm are Canadian BDX and Wolf though. Both are commercial reloads, but have been excellent quality for me so far, and cheaper than any other brand.
I suggest watching the SFRC and Canada Ammo websites for sales.
Budget Shooter Supply and Gagnon Sports are where I got the Canadian BDX the cheapest I believe.
When it is on sale or cheap, you should buy as much ammo as you can afford and stack it. It keeps quite well as long as its kept in a dry place, so buy it cheap and stack it deep. The prices are not going to get any lower in the future than they are right now.
