A friend had a 22 single shot rifle with a muzzle bell on end - who made it?

When I was a kid back in the mid 70's a friend (long gone) had a bolt action single shot rifle. I thought it was Russian made. It had a steel butt plate (I think), rather crude checkering, dark stock and a flash suppressor bell on the muzzle. It was a tack driver. The rifle was always on my bucket list.

Does anyone have any idea what make that rifle was? Baikal? I would like to find one.

It's a TOZ. I think the model is the Toz 8. I was given one that a fellow had since the 1970's and yes it is very accurate. A Russian fellow at the local range saw it and said that it was similar to the ones they used as school kids in Russia.
 
I made a big boo-boo. I found some pictures of my old guns and they were imported by Ruko and were TOZ 12's if I am reading the markings right from these old pics.

I have one. I bought it in a hardware store in Williams Lake in 1973. Trigger is not great, stock is not great but a good shooter. Not for sale!
