I saw him standing in front of a target so I naturally assumed he was patching. In any case, yeah, I'd definitely put this on the RO's unless the guy deliberately decided to sneak around them and risk becoming a reactive target over a few pieces of brass

Well if multiple ranges are having shooters at the same time, the gent may have thought the gunfire was from somewhere else.
