Friend of mine wants to deer hunt with a bow this fall and asked me what is involved to obtain the hunting portion of the hunter education course. I looked it up, from what I see he also needs to take the FAC portion, even if he has no intention of firing guns ever.

1. Can he take the FAC, show the instructor the paperwork then not bother getting his FAC, and still get a hunting license and deer tag?

Thanks in advance and happy hunting!

If he is bow hunting, I think he just has to take the hunters ed course. What does it have to do with a PAL?

Correct, all he requires is his Hunters Education Course to be able to buy a deer licence to bow hunt. Call the Minstry of Natural Resoures for info.

From the RA Center website:

All students must complete both Part I (Firearms Licence Course - 10 hours) and Part II (Hunters Ed) and successfully complete the Hunter’s exam, to gain their H1 - Hunting certification (for firearm and bow hunting). These 2 courses can now be taken in any order, however students must show their Hunter’s Instructor a copy of their official CFSC report reflecting instructor’s name, # of hours completed and CFSC test results before they will receive the Instructors endorsement to complete their H1 Hunting certification.

So is this just their way of getting more money? Or did policy change when everyone wasn't looking?

The exert from the regs you just quoted is for an H1 license which allows you to hunt with a rifle, shotgun or muzzle loader as well as a bow. There is also an H2 license available now that allows you to hunt with a bow only. You don't need the firearms course to get an H2.

You don't need the firearms course to get an H2.

really? it was my understanding you had to do the firearms handling practicle portion of the PAL exam to pass hunter safety and if you have a valid PAL you did not need to complete this part of the course... did they actually make a useful revision to a law concerning hunting and firearms?... i stand in awe...
