About Black badge question

I took black badge course on March and shot one level 1 match in that month. I am just wondering am I need to shoot more matches to pass that black badge course or just one is enough. And when will I able to receive that little IPSC black badge pin?

One match without being disqualified after the course is all you need.

After that it is 1 match a year to stay qualified.

Is it normal for a club to require certain things (such as attending a monthly meeting, spending time cleaning the range, etc) before allowing you to take a black badge course?

It is normal for an individual and a group to act to protect one's interests. Some individuals won't follow group rules or procedures. Sometimes, rules and procedures are required to obtain or maintain a legal status for a group. Anarchy in the form of broken rules or disregarded procedures can threaten the legal status of the group. Some groups don't want to include individuals who won't follow group rules or procedures.
