Is there any way to get a new un-used Acog ta31f or ta31doc? From what I understand they have become a controlled item. Is there any dealers that have brought them in from before they were controlled and might still have one kicking around? I would really like to have one so if anyone can point me in the right direction it would be greatly appreciated.

They seem to have tightened restrictions on magnified optics and military stuff containing radioactive illumination. I've heard they won't approve new ACOG's even if you have the proper import/export certificates.

the closest thing that i have found that can be brought in is the TA55 and police ordnance can add the doctor sight on to it. the TA55 is the 5.5 magnification version of the TA31.

The US State Dept now considers these military items and requires a police or military end user cert.
They are really getting stupid on stuff. The new Kimber tactical rifles are in the same boat, although I can get an HS precision tactical rifle (for the time being anyway).

As of Jan 1st 2007. EOTech 553, ACOG etc... Even collapsible butt stocks are a no go.

I dont own my AR and would be using what optics and other parts that I purchase on my issue C7. How do I go about getting a "military end user certificate"?

The CF would have to get the end user certificate. They are not issued to individuals. Even to get parts for the C7 & C8 the CF had to apply to get a end user certificate because Diemaco was under a licencing agreement from Colt.
