Are you Black Badge? I don't think you are gonna be able to find a club that's willing to let you do action shooting without some kind of holster qualification. IPSC is very active in the GTA and there a lots of course offering in the summer.
3 gun is more popular in Alberta. Adriel the Hunting Gear Guy does 3 gun regularly and I believe he shoots at CHAS.
I know Sharon just north of Newmarket has an action rifle range. You can shoot rifle, shot gun, and pistol on it. There may be some informal club league matches on Saturdays. However Sharon is not a club open to the general public and it is not cheap. If you are willing to spend the cash, I would suggest you check out the Saturday club league matches. it is better to have a shooting partner when you do action type shooting.
Most clubs that host action shotgun or rifle matches would have something but some clubs uses regular ranges to host the matches and may not allow regular members to shoot rifle and shot guns on them outside of the events.

Probably easiest to get into whatever action shooting training/competition is offered at your indoor range.
3-gun traditionally includes a rifle (which will almost certainly be too much for their backstop) and a shotgun (too flipping loud indoors), but something with a pistol and a PCC could work.
