I'm looking to shorten my cheap single shot 12 gauge barrel to legal length, I am planning on 20" to be safe. I read somewhere you need a front sight installed for it to be legal? I can cut the barrel easy enough but what can i do about a front sight without a tap and die set? I see some glue on sights or ones that clip onto the barrel.

You don’t need a front sight for it to be legal, it just helps with aiming a shorter barrelled shotgun.
