Advanced training in the United States

Hi all,

I have been invited to attend advanced weapons training in the United States.
ITAR regulations have strict guidelines regarding the attendance by non US citizens so the manufacturer has requested that I apply for an export permit from the Canadian authorities in order to comply with their ITAR regulations.

Now the problem is when I call my CFO to request this document I get the standard WTF are you talking about? response.

So, any help?

The manufacturer seems just as clueless, they quote ITAR regulations to death, forward the electronic version of ITAR to me and assume I can make sense of their regulations.

Apparently Canadians are not on the friend list.

From what I gather, there is a form that can be provided by our government that somehow indicates to the US feds that I am able to cross borders and attend weapons training in other countries.

And I thought importing a firearm was difficult. Now I have to figure out how to export myself.

Just to clarify, this is not a permit for a firearm as I will not be exporting or importing one as they will provide weapons at site. It is just some form of document that is intended to provide access for me to attend training.

I certainly appreciate hearing from anyone with experience in this matter.

the search button is your friend. Calling the CFC is a waste of time. they have nothing to do with this.
 
Well first off, is this for work or personal improvement?
Secondly, the document is called a DSP-83 and it is submitted to the DOS(Dept of State) from the service provider. I believe that you will have to furnish photo ID X 2 and any other doc's they require(signature as well).The fee is $250. It is a export license for the US DOS to grant permission for the US trainer to pass along firearms related training etc.

However the DSP-83 may not cover "tactical' firearms training and tactics?

The training is purely for personal improvement.
The training is not tactical in nature but rather focuses on long range shooting techniques in an advanced scenario.I know that could sound sketchy especially to a liberal anti, I just do not know how better to explain receiving training from a very accomplished long range shooter. I have completed the initial basic training provided by the instructor and that was exempt from ITAR, but apparently advanced training is closely monitored.

The ITAR regulation is purely a US requirement.Canada has no interest or concern in the training.The type of training may/may not define the scope of the permit and exemption.Remember this regulation, or a infraction of it can cause grief for the provider.

When you incorporate tactics and specific firearm platforms into the training thats when the ITAR regulations begin to control who gets that type of training and knowledge base.

That said, for an example a simple Glock Armorer's course requires a DSP-83, even if the course is given outside the US.ITAR's scope and reach transcends borders, and US providers are not exempt from it for simply holding the course outside the US.

Your CFO is not the person to talk to. Someone at DFAIT is the person to talk to. Mr. Galveais will know who that person is.

Wow, you serious ? you need some kind of approval to be permitted to take a course ?
Is this new thing after 9-11 or always a U.S. Law ?
so in short, the U.S. gvnmnt. wants to know who's taking such course and keep records ?
that sounds more like a Liberal thing than a U.S. thing...

What kind of weapons, Photon ray nuclear beam guns are they trainging here ?

The U.s. also wants to make sure that your home gvmnmnt is aware of your new found skills ?
