A proper fitting screwdriver, and a good twist. Most of those measures are to prevent a screw from jarring loose, not permanently fix it.

It won't be easy, but it will be easier if you find a screw driver that fits the slot quite snug and preferably has a square shank so you can add a wrench to help with turning the screw driver. If not, then you will need to use a great deal of elbow grease to start removing the screws. There will be quite a bit of tension due to the peening on the retaining collars but once you start getting the screw backed out, it swages the peened areas round again and it gets easier. The factory peened the edges of those collars to prevent the screws from backing out.
The washers are to prevent the screws from jarring loose in use, not prevent removal. If you have to get enough torque form a wrench to turn 'em something's up. Soak 'em.(or find a missing collar/bushing later...)
