Hmmm... Not sure what LeBaron has in stock. Other than that, you could contact the Stittsville shooting range. Then, Higginsons powders in Hawkesbury, but that's not quite in Ottawa!
You could always do the day-trip thing and go to Dante's in Montreal. Good food, nice drive (once out of Ott & MTL). Eye candy. Plenty of shopping for the little woman. They even have a kitchenware dept for her when you're getting your stuff from Jimmy, Aldo or Rudy.
Not sure about business hours but I know in summer time they are open more than in winter. And last time I was there they had quite a bit of stuff for reloading. Best to give them a shout, (613) 836-3871
Stiottsville has some stock in the shop, but as louthepou suggests, call first, a couple or three days in advance of driving out.
The shop is not always open, but Mark, the owner and his wife also own Bomac, a distributor and may have what you want in their warehouse.
I just bought 1 lb of Bullseye, one of Universal, at Stittsville range. He will be keeping it in stock but as suggested above - phone ahead if you are driving some distance.
Just to clarify, Le Baron only has Hodgdon powders. Not the IMRs either, just the H powders and stuff like Benchmark, Varget, etc. WHEN they are in stock. If you are after a popular one, call ahead.
