What is the use of an aluminum rail inlet in the underside of the stock. I'm told it serves as a track for the adjustable hand stop and forward sling swivel. What is an adjustable hand stop? And why does the stock on my 91T target rifle only have a forward sling swivel? Any information on this subject is welcomed.
 
those kind of rail is for hand stop ,bipod ,sling swivel.
a hand stop is use in prone shooting comp. your supporting hand is place against the hand stop beetwin the thumb and the index.
also the sling is attache to the hand stop and the other end of the sling to your arm around your bicept. when your are in position, it form a triangle ,it is a very rock solid position use in T.R. class long range shooting.

You mean there is another way:p Yes I shoot a single point sling, as do most long range fullbore TR shooters (with the exception of some Aussies and Kiwi's and maybe the odd Brit that use two point slings).
3P Smallbore shooters use single point slings in prone and kneeling, no slings used in standing.
