Am I missing something?

Since when are Cz's "not" good actions?

My goal is to shoot 50-200y with Rimfire. 1moa at 100 would be excellent - i know this will be more about ammo than anything else.

Not saying the CZ isn't a good action... but it's like wanting to buy a Corolla rolling chassis to build a rally car.
- If you're going through the trouble of sourcing/fitting a barrel/trigger/stock... buying a "new" CZ action is probably not what most people would look at.

Having read the other comments and not being overly familiar with all of the ins and outs of the OP's objectives, this is only an effort to suggest other options.

I favor classic styles which is why I have Coopers and Anschutz's.

A discussion with the IBI staff or Mystic Precission might offer further options.

If a stock sitting around is a problem just either sell it cheap or buy a wood stock one and use for firewood. Problem solved just not sure your reasoning makes sense.
 
Chassis rifles aren't ideal for bench shooting. At best they aren't quite as good as a BR stock and at worst they are a huge waste of money that could be spent testing ammo.
