ammo and reloading - U.S. to Canada?

Reloading presses are good to go. Anything firearm related is ITAR restricted and you need the proper paperwork from the US authorities. Doing it any other way is breaking American laws and could land you in a heap of trouble, including jail time.

i ordered a press from MEC no problem. what i was told is reloding/gunsmith tools are classed as "tools". their was no issues

Short answer:

Canadian regulations say that yes, you can bring up to 5000 rounds back with you.

US ITAR export regulations will nail you to the wall for a single empty .22 casing, along with firearm parts and accessories. Reloading presses and dies fall under "tools" and are exempt, except for the automated (turn on and walk away) high-volume type of machines.
