Would these be Drill Rounds or ??

They appear to be Nickeled

Yes, they are drill rounds. The later ones also featured indentations in the case bodies. These are Canadian made- a nice souvenir of the WW1 era. I once got a pea-pot full of Cdn and Brit made .303 drill rounds from a surplus outlet in Victoria and always have some on my table at gun shows.
