Ammo collection/collecting/disable primers

I hope this is the proper forum for my questions.

I`m in the process of making an ammunition display.I shall have an entire round(in the middle)the bullet for the round(on top) and the headstamp for each representative round on the bottom.Anywho ,I will be cutting the headstamps off the case via dremel or bandsaw while keeping the primers intact.What would be the best way of rendering the primer inoperative before proceeding with cutting.Would pouring water/oil in the case and letting it sit work ?Opinions ?

Also ,what`s the best way of obtaining rounds(2-3)to add to my display,without having to purchase a whole box,probably via mail.

Soaking in water or oil will not work. Within 24 hours of drying out, they will be active again. Not hearsay, I tried it. Soaked some samples in water for 48 hours, and other samples in oil for 48 hours. Then removed them drained the excess, and tried to set them off at 24 hours (no bang), then 48 hours (both went bang) and stopped (had intended to try 72 hours, etc.).
 
The factory loads pirmers when they are "wet" for safety reason but I am not sure what exactly do they mean by that.

Shipping 'live' ammo by Canada Post is regretfully a no-no. So in honesty your best bet for picking up a few rounds is likely a gun show, or another gunnut who has a few spare rounds. I suggest the gunshow route.
As for neutralising primers its actually pretty tough, water or oil "may" desensitise it for a while, but they will liven up again once dry. I would hesitate to clip of the heads in anyway that can generate too much heat, I usually use a small pipe cutter that you can get at any hardware store.

Once they are clipped I usually soak them in a variety of things, hot soapy water in a sink, sometimes I used ammonia based cleaners or polishing compounds etc, but all in all once they are done, if there is any compound left, they could still pop. That said, once under glass its not something I would worry about. The only other thing I have done is pop the primers with a butane torch, and catch the cooked off primers then reinsert them. Thats alot of work, tricky as hell, and damaging to certain crimps etc. As a result I stick with soaking a few heads in a big sink of hot water, and then work with them.

Mercury fulminate, one of the coumpounds that used to be commonly used in primers, only becomes explosive once it's dry, so safe-ish to handle when it's wet.
 
Dosing, it`s funny you should mention the pipe cutter idea.While in the backyard sitting by the fire and swilling a beer, a light bulb went on in my head (all 40 watts of it) so I headed to the workshop and grabbed my mini cutter..........BINGO !!

Nice display BTW.I plan on doing a shadow box frame display myself (used to be in the picture framing business years ago ,lots of stock left over)

The gun show idea sounds like the best route to obtain rounds I don`t yet have.

I have from 17 Rem. Fireball/HMR up to 45.70 , although there are gaps in the middle (6mm Rem. ,.257 Rob. ,25.06 ,260Rem ,280Rem, ..plus various military metric rounds Krag,7.5x55 Swiss ,6.5x50 Jap etc.) as well as a few handgun loads (38 spec. ,380,10mm,9x18 Mak,500 S&W)
But really want the "Dangerous game " loads.....375 H&H and up.The largest I have is 50 BMG. as well as all shotgun gauges.
I realize these "big" rounds are expensive (as is most ammo),so I would pay cash ,as I don`t expect anything for free.
